Phil is a specialist in developing and implementing benefit cost and other economic frameworks that incorporate the complex context within which government policies and private sector organisations operate. This includes extensive use of economic tools of cost benefit analysis, real options analysis, economic modelling, econometric analysis and forecasting. Phil’s work is largely focused on providing an informed view to decision-makers of problems and opportunities, their options to respond and the impacts of different strategies and initiatives. He advises Australian governments, overseas governments and businesses.
Phil applies economic tools to a wide range of sectors, including urban and regional development, transport, water, waste, natural disaster risk, telecommunications, energy, green infrastructure and the environment.
Phil holds an MPhil in Economics at the University of Oxford, having been awarded the George Webb Medley prize proxime accessit. Phil also holds a degree in economics (honours and University Medal) and a science degree (mathematics) from Australian National University.
