NDIS Review – Costs, benefits and frameworks

For the NDIS Review Secretariat, Taylor Fry and The CIE undertook analysis of the costs and benefits of the NDIS and assisted with the development of a framework for measuring performance and outcomes.

Our analysis focussed on assessing to what extent the lives of NDIS participants and their caregivers were improved from the scheme across multiple wellbeing domains, using data from the HILDA survey. Our modelling found statistically significant improvements in financial security for participants and life satisfaction, financial security and employment outcomes for caregivers. We advised on approaches to monetising benefit streams as well as addressing methodological and economic issues, such as the social and economic impact of the program and the deadweight loss of taxation.
