Economic and social impact of Telstra’s price controls
The CIE was asked to provide a review of the impacts of retail price controls from 2012 to 2014, to assess the state of competition in retail telecommunications services and to consider future regulatory options to address market failures and achieve social equity objectives in the provision of telecommunications services.
The economic analysis of retail price controls set out in this report is an input into two processes being undertaken by the Department of Communications:
a post-implementation review (PIR) of the amendments to the Principal Determination, as made by the Amendment Determination, and
the provision of advice to government on the future of price control arrangements.
