Ian provides strategic advice to clients on regulatory design, program and policy evaluation and other cross-cutting economic issues. He has expertise in the energy, telecommunications, transportation and water sectors.

Ian is motivated by opportunities to use economics to help decision-makers balance trade-offs and solve complex policy problems. Prior to joining the CIE, Ian worked in various capacities as a consultant, advising governments, development banks and private investors on infrastructure transactions, performance monitoring and risk management.

Ian holds a Master in Public Affairs degree (Economics and Public Policy concentration) from Princeton University. While in graduate school at Princeton, he also worked as a Graduate Associate at the Julis-Rabinowitz Centre for Public Policy and Finance.
