Proposed funding model for Dams Safety NSW

The CIE developed a funding model for Dams Safety NSW based on best practice principles. This involved working closely with Dams Safety NSW (at that time a new regulator that was in the process of implementing a new regulatory framework) to estimate activity‑based costings of key regulatory activities and develop a cost‑reflective levy for dam owners based on Dams Safety NSW’s proposed audit schedule.

Our work on this project was endorsed by both an independent peer review (by well‑respected economist Dr Peter Abelson) and NSW Treasury. This work is particularly relevant to developing a funding model because it involves a regulator implementing a new regulatory framework.
